Group Supervision Guideline
DOC walks & coastal tours (Grade 1–2). For all guides — please read and implement.
1. Maximum participants & ratio
35 PAX maximum per group
Minimum 1 staff member for any group.
2. Positioning of staff during activity
FRONT
Designated Leader (usually Bus Driver)
Set pace, navigate, spot hazards
REAR
Mercury Travel Guide — mandatory
Sweep, headcount every 15 mins, prevent tail
Guide must be at the rear — no exceptions.
3. When ratios & positioning must change
Dynamic risk assessment — adjust immediately.
Wet / slippery track
Slow down the pace of the walk
Steep or narrow section
Tighten the group or split into sub-groups
Medical disclosure
Monitor the individual closely
Fog / low visibility
Tighten group gaps
Incident / injury
Stop the group, isolate & evacuate, radio call
Sign-off
